In September 1923 the Reichsdruckerei in Berlin was not able to print enough stamps which were needed. Therefore eleven privat printing works were instruct to overprint available stamps with a new value. It is possible to differ them because of the top margin of sheet overprints, overprint errors and/or the overprint colour.
